Now the tooltip is not working after you move it. You have to try some different approaches because it's a mess in your template. Why do you keep the commented lines anyway? Be sure the line to be outside the last div.
Yes, try to change to another template just to test it. I hope the template you're using is not a hard coded one.

clean the commented lines, insert the script line before the closing body tag, put the results here and then try a different template for the padding issue.

ok i tried deleting comment lines - nothing
i tried several other places - nothing but messing up the site
i tried other templates - worked only in firefox too but last modul line was ok on left side

As I see you don't have the license for this template. I think you just decoded it with base64 and commented out the links to the owners, otherwise your template should be clean and those links shouldn't be there. I'm almost sure that this is the main cause for the errors.
If you template is not licensed, you broke the owners terms and conditions and I cannot help you anymore.
